Allow the bot to move emojis in and out of the directory or upload new ones.

This will allow folks like Jen to just run a bot command like !TwitchStreaming and her NSFW emojis can be moved out of Owncast so that they won't show on the Emojiwall so she can safely stream without added work.

I don't think I will be making this a built-in module in Owlbot, but I will set up a separate "extra modules" repository. I have a draft one for Jen which implements this feature request and I will release it publicly separately and optionally.
